Melanie De Young, Principal Consultant

As the Principal Consultant at InnovConsultants, Melanie offers Industrial & Technological Benefits (ITB) support and consulting services to companies of varying sizes within the Canadian defence sector, aiding them in navigating this complex landscape. With over 17 years of experience in the aerospace and defence industry, she has consistently demonstrated her ability to interpret complex defence contracts, deliver value to clients, and foster strategic partnerships across diverse interest groups. Her core competencies encompass innovation management, value proposition design, business development, customer service, and project planning. 

Melanie holds a Professional Logistics Designation (P.Log) from The Logistics Institute and a Bachelor of Commerce from Dalhousie University. Beyond her consulting endeavors, Melanie actively contributes to the industry as a member of the CADSI SME Committee and the Industrial Participation Association of Canada (IPAC). Moreover, she leads as Chair of the Government Relations Committee, where her insights and leadership continually shape the future of Canadian defence initiatives.

Introduced as an evolution of the Industrial and Regional Benefits (IRB) policy, the ITB policy mandates that companies awarded defence contracts in Canada ensure that 100% of the contract value goes back into the Canadian economy. The aim is to leverage defence procurements to stimulate industrial growth and technological advancements, effectively transforming military spending into a catalyst for broader economic benefits.

The ITB policy ensures that Canada’s significant investment in defence-related goods and services:

  • supports the long-term sustainability and growth of Canada’s defence industry
  • supports the growth of bidders’ Canadian operations as well as their suppliers in Canada, including small and medium sized businesses (SMBs) in all regions of the country; 
  • enhances innovation through research and development (R&D) in Canada
  • increases the export potential of Canadian-based firms; and
  • promotes skills development and training to advance employment opportunities for Canadians. 

The ITB framework requires contractors to submit Value Propositions (VPs) demonstrating how they will fulfill their ITB obligations. These VPs outline commitments in the key areas mentioned above, ensuring that benefits are both substantial and strategically targeted.
